By 11:30 P.M. Brigadier General Funston could look with satisfaction from his new command post at Fort Mason, at the north end of Van Ness Avenue, and judge the effectiveness of his measures. Over a thousand regular soldiers were stretched in a line from the Fort down the length of Van Ness. No civilian without a military pass could pass the cordon. From below it came the renewed booming of exploding dynamite.

Describing this night, the city’s self-appointed military governor later noted: “San Francisco had its class of people, no doubt, who would have taken advantage of any opportunity to plunder the banks and rich jewelry and other stores of the city. But the presence of the square-jawed, silent men with magazine rifles, fixed bayonets, and with belts of cartridges, restrained them.”

Undoubtedly they were an effective police force. The tragedy was that too often they could not distinguish between a potential thief and an honest householder anxious to reclaim or save his personal effects.
